This series contains the meeting files, 1977-1978, of the Constitution Revision Commission. The files document the meetings of the Commission. The records include transcripts of the meetings, voting lists, speeches, proposals, amendments to Articles, and lists of actions taken. The Commission meeting audiotapes are located in Series 1419.

The 1968 Constitution contains a continuous revision clause providing for the revision of the Constitution within the first ten years after approval, and a revision every twenty years thereafter (Article XI, Section 2). The Constitution specifies a thirty-seven member commission be selected to prepare revisions.
